President’s Message May 15, 2013 (Part two)
In my last message I addressed the issue of term limits for Board members. Now I want to talk about the number of members of the Board of Directors. In Costa Rica I introduced the resolution to increase the Board of Directors to nine members up from seven. This resolution added one vice-president and one board member. As I explained then and say again now, the purpose of this is to get more individuals, preferably younger individuals, involved in the management of FIAF. FIAF needs to prepare for the future and FIAF must begin to train individuals to take over positions of authority and responsibility. The Assembly passed the resolution.
Mr. Meri stated the reason to return to the seven member board is that the nine member board has not worked. Excuse me! For most of forty years the seven member Board did not work, so to give the nine member Board only a one year trial period is unrealistic.
With the expansion of the Board to nine members, I assigned each Board member a specific area of responsibility as detailed in an email that anyone can see for the asking. The reason for two vice-presidents is so one could manage the web site and the other the FIAF Commissions. One vice-president has done a most admirable job, the other has done nothing. Some Board members have worked very hard, some did nothing. So the real issue is how to get individuals to work for FIAF and not just collect a title.
Now this is where all who are reading this message can help. Can you all imagine what a dynamic organization FIAF would be if we had nine board members dedicated to promoting philately in the Americas? This would be an organization where nationalistic and geographic boundaries would not matter. This is not true now and is a major obstacle that needs to be overcome. Perhaps this is too idealistic.
An answer I have received when I ask very competent individuals to take a Board position is that it is not only a “thankless” job, but there are those who for their own selfish motives only throw stones and contribute nothing, so everything becomes a fight. FIAF can only progress when individuals and Federations put the interests of the Continental Federation ahead of their personal interests and agree to work together for the common good. Again, perhaps this is too idealistic.
We have some very competent younger individuals within FIAF and better to have nine rather than seven. We need to encourage them, otherwise FIAF will be an organization always looking in the rear-view mirror rather than looking forward. Who from your Federation will you recommend?

50 AÑOS Federación Española de Sociedades Filatélicas - FESOFI  |

En una magnífica ceremonia realizada el día lunes 29 de abril en el auditorio de la Fábrica Nacional de Monedas y Timbre-Real Casa de Moneda de España (FNMT-RCM.), a la que asistieron unos 450 filatelistas y sus familiares, se conmemoró los 50 años de la Federación Española de Sociedades Filatélicas (FESOFI). La ceremonia estuvo encabezada por el Presidente de la Federación Española de Sociedades Filatélicas, don Fernando Aranaz del Río, el Subsecretario de Fomento, don Mario Garcés Sanagustín, el Presidente-Director General de la Fábrica Nacional de Moneda y Timbre-Real Casa de la Moneda, don Jaime Sánchez Revenga , el Presidente de la Sociedad Estatal Correos y Telégrafos, don Javier Cuesta Nuin y el Presidente de la Federación Europea de Filatelia (FEPA), el señor Jørgen Jørgensen.

El programa de la ceremonia fue el siguiente:
Saludo de bienvenida, Presentación del Acto “50 Aniversario de FESOFI”, Presentación del sello conmemorativo, Presentación de Exposiciones: EXFILNA’ 2013 JUVENIA’ 2013, Escolares y Territoriales, Presentación de publicaciones: Cuadernos de Filatelia nº 21, 22 “FESOFI: así fue y así es hoy”, Boletín nº 78 de FESOFI, Enciclopedia de los Sellos de España y Catálogo de Matasellos Especiales Conmemorativos, Entrega de Medallas y Placas, Clausura del Acto y Vino de Honor.
A ésta ceremonia asistemos los dos Vice-Presidentes de FIAF, el señor Pedro Meri y Yo (Patricio Aguirre W.) En el marco de las actividades antes mencionadas, el Primer Vice Presidente de FIAF, el señor Pedro Meri, recibió la medalla otorgada por FESOFI a la FIAF y yo recibí las medallas que FESOFI otorgó a la FESOFI-Chile y la que se me otorgó a mi persona.

Luego de clausurada la ceremonia en la Fábrica Nacional de Monedas y Timbre-Real Casa de Moneda de España (FNMT-RCM.), la FESOFI realizó una Cena de Gala en los salones del hotel AYRE Gran Hotel Colón de Madrid, a la que asistimos aproximadamente 250 personas. En ésta cena se realizaron tres discursos, uno de los cuales lo realicé Yo, oportunidad en que entregué mis propios agradecimientos por la medalla que se me otorgara a mi persona, los agradecimientos en nombre del Presidente de la Federación Inter-Americana de Filatelia (FIAF), James Mazepa, por la medalla que otorgara la FESOFI a FIAF y los agradecimientos en nombre de don Heinz Junge W. por la medalla que se otorgara FESOFI-Chile.

Class 13 Modern Philately (of the 21th century)
On May 12, the Secretary General of Brasiliana 2013, Mr. Reinaldo Macedo, informs us of the "creation" of a new promotional competitive class, called "Class 13 Modern Philately" which comprise collections that contemplate only philatelic material issued by the postal administrations from 2001 to present. To enter this new class collections promotional, there is a short term and expires on May 31. This exciting new proposition Brasiliana Organizing Committee provides the opportunity to submit 3 to 5 frames.

President’s Message May 13, 2013 (Part One)
Our annual Assembly is only six months away, and there are several issues which I would like to address. Unfortunately, I could not attend the Assembly in Quito because of medical problems. At the 2012 Assembly in Quito, vice-president Pedro Meri introduced three changes to out bylaws which the Assembly ultimately approved. I would like to review these. While I disagree with some of the changes because they contradict what the Assembly approved in our meeting in Costa Rica, I agree with others, but Mr. Meri failed to address how they are to be implemented. These all involve very complicated issues that were not discussed. What I suggest is that Mr. Meri proposed these to the Assembly without thinking of or explanation of the consequences once they take effect. I will address these in the next several “President’s Messages.”
First, he proposed a term limit of four years with the possibility of reelection for another four years. This is redundant. The Assembly in Costa Rica approved the term of office to be four years with a limit of two terms. The Assembly voted that this was to take effect immediately. The problem is this. Prior to the election in Costa Rica the officers had already served one two year term and were elected for a four year term, for a total of six years, which means that as of 2014 their terms of office are ended and all new officers would have to be elected. Or, does Mr. Meri propose the present officers can be reelected for four more years, which would mean they would serve for ten years, which is contrary to his proposal.
The Board needs to clarify this.
While I am talking about our next election, I want to make this perfectly clear. I will have served as FIAF vice-president and president for fourteen years as of the 2014 Assembly. I have no plan to stand for reelection for two reasons. First, it violates what the Assembly passed in Costa Rica, and, secondly, after fourteen years it is time to retire and allow someone else to bring new enthusiasm and ideas to the Office of President. In this matter I have heard it said that I have already selected the next president and vice-president of FIAF. Not only is this not true, but I will not endorse anyone for these positions. Each candidate will have to find their own course to run for these offices.
In the next few days I will address other issues (Part Two) related to the changes in the bylaws.

El presente Boletín es para darles más información sobre la realización de la SEGUNDA EXPOSICIÓN FILATÉLICA DEL PACÍFICO SUR (Colombia, Ecuador, Perú y Chile y Argentina como país invitado) que se realizará en Bogotá entre el 4 y el 7 de Septiembre de 2013. La sede está por definirse pues tenemos tres propuestas y estamos en negociaciones con ellos. En los próximos días les enviaremos esa información.

Sello del Correo Español conmemorativo a los 50 AÑOS FESOFI  |
El 29 de Abril del 213 la Federación Española de Sociedades Filatélicas (FESOFI) cumple el 50 aniversario de su fundación y como recordatorio de la efeméride el Correo de España colocará en circulación un sello postal que reproduce dos variedades de logotipos: el conmemorativo del cincuentenario y el de la propia federación, con la inscripción 1963-2013. |
