Cualquier país miembro de las Naciones Unidas puede llegar a ser un miembro de la UPU. Cualquier país que no sea miembro de las Naciones Unidas puede convertirse en un miembro de la UPU, siempre que su solicitud sea aprobada por al menos dos tercios de los países miembros de la UPU.
La UPU tiene ahora 192 países miembros. Los gastos de la Unión son financiados conjuntamente por los países miembros, a través de un sistema de clase de contribución. Al ingresar a la Unión, los nuevos países miembros son libres de elegir una de las diez clases de contribuciones que van desde una a 50 unidades. Una clase de contribución adicional de la unidad de la mitad está reservada para los países menos desarrollados.
